to acknowledge the receipt of Mr Lucas's letter, No 33623,
of the 15th instant, transmitting copy of a despatch from
the Governor of Hong Kong with a memorandum containing
criticisms on certain points dealt with in the Financial
Instructions, and in reference to the proposal of the
Secretary of State to concur in the opinion of the Colonial
Authorities that the financial year in Hong Kong should
not be altered, I am to say that in view of the reasons
adduced, which are special to the circumstances of Hong
Kong, and as that Colony does not receive any grant from
Imperial funds, The Comptroller and Auditor General offers
no objection to the course proposed.
